Built in 1969 by the Pacific Tow Boat Company of Anacortes, Washington as the PEGGY FOSS for the FOSS Maritime Company of Tacoma, Washington.
In 2002, the tugboat was acquired by the American Construction Company of Tacoma, Washington where she was renamed the VICTORY.
She is a single screw tug rated at 450 horsepower.
